Building/Development Permits

Building/Development permits are required to protect the health, safety and welfare of the public and to ensure that the development conforms to the current Development Plan and Zoning By-law.
 
If a person fails to take out a permit when required to do so the cost of the permit may be doubled. If development has already started and the work does not comply with the requirements of the Development Plan and Zoning By-Law the work must be altered so that it does conform and if this is not possible it will require removal. Common projects that do require building/development permits issued include: all construction, erection, structural alteration, placement or relocation of any building or excavation or other operation on, over or under land; or making changes to any land, buildings or premises. Some development projects may require a conditional use or variation order, which can take up to two months to process.

Building Permits

A building permit is required in order to protect the health, safety and welfare of the public. A permit is required for new construction, additions, alterations, renovations, relocations, demolitions and repairs. Examples include:

  • Finishing previously unfinished spaces (rec. rooms, attics)
  • Installations of wood stoves Installation of pools or hot tubs Decks
  • Temporary Buildings (canvas sheds) Storage sheds
  • Garages, carports
  • Farm Buildings, including grain bins (new or used)
  • Some projects that normally do not require permits (unless they cost more than $5,000.00) include: Stucco, siding, shingles
  • Windows, doors (when opening not altered)
  • Fences
  • Painting & decorating
  • Cabinets
  • Alterations less than five thousand dollars
All farm buildings, except residences and garages, do not require a building permit but must have a development permit.
 

RTM/Moblie Homes and Buildings

New RTM’s from outside the Municipality shall be inspected by the authority having jurisdiction of that area and a copy of the building inspection report shall be provided to the Municipality of Oakland-Wawanesa Development Officer. Where there is no such authority the inspection shall be carried out by the municipal building inspector. The inspection fees of $55.00/hr rate plus travel expenses as per fee by-law, shall be at the expense of the applicant. Permit application and fees will be required for work done on the permanent site. Applicant requires an occupancy permit. Used buildings from outside the Municipality shall be inspected by the authority having jurisdiction of that area and a copy of the building inspection report and moving permit application shall be provided to the Municipality of Oakland-Wawanesa Development Officer. Where there is no such authority the inspection shall be carried out by the municipal building inspector. Permit application and fees will be required for work done on the permanent site.

Failure To Obtain Permit

Where a permit is required and where a permit has not been obtained prior to the commencement of the actual work, the fees shall be double the normal rate upon first notice of failure. Further penalties will be applied as per the Fee By-Law.

Permit Steps

Call Joni Swidnicki, Chief Administrative Officer, to find out what zoning regulations are in place for your area (204) 824-2666. Sketch out your Site Plan as to where the building is going to be placed on your property and fill out a Development Application Permit. If all requirements are met, a permit will be issued and payment is required. Inspections are made at various stages throughout the construction process. A Plumbing Permit is required for installation of any fixtures.
