The Municipality of Oakland-Wawanesa is currently updating its Development Plan, which was last updated in 2018.
What is a Development Plan?
A Development Plan is a long-term guiding document, required by the Province, that helps communities to manage change over time. Development Plans do not propose any specific development projects, but rather establish a vision and set of goals for the future, as well as the required policies and objectives to achieve them. This way, when new developments are proposed by landowners, the Municipality has consistent criteria to evaluate them and make decisions.
How does the Development Plan shape my community?
Development Plans cover topics including land use, development, municipal services, infrastructure, and public facilities and have important impacts on the lives of community residents, such as:
· Ensuring there is enough land set aside for homes, businesses, and industry to support a growing population
· Preventing development in dangerous and unsafe locations (e.g., areas prone to flooding)
· Ensuring that all residents have access to parks and greenspaces
· Protecting rivers and natural areas from degradation
· Keeping appropriate distances between noxious uses and homes
· Encouraging sustainable development
· Encouraging housing choices that meet the needs of individuals and families at all stages of life
Why Update a Development Plan?
Beyond being required to adopt and periodically review Development Plans under The Planning Act of Manitoba, additional reasons for updating the Development Plan include:
· Ensuring development policies are up to date with current local and Provincial standards and regulations;
· Creating policies to address new opportunities and concerns; and
· Re-confirming the Municipality’s vision and development objectives to guide decision-making.
How Far Along is the Process?
The review process is just getting started. It officially kicked off in September 2026 when the Municipality hired a planning firm, CVLNS, based in Winnipeg.
The project is expected to take about a year and will include a technical background study and engagement with Council, stakeholders, and residents.
How can I get Involved?
As part of the process, we are asking community members to participate by filling out a brief survey[MB2] , which should take approximately 15 minutes to complete.
